Digital Entrepreneurship Policy in Korea, Japan, China, the United Kingdom, the United States, France and Germany, 2024
This report reviews the digital entrepreneurship policy that the governments of Korea, Japan, China, the United Kingdom, the United States, France and Germany set out from January to December 2024 in six domains — regulation and law, finance, culture, support, human capital and markets — and analyses it in its context, against theory and in practice. AI and data organised the year’s policy: a framework act passed by Korea’s legislature, guidelines in Japan, data regulations in China, rules for federal agencies in the United States and platform rules in Japan, the United Kingdom and Germany. The best measures paid for scarce inputs through competitive calls, opened public markets to innovative products and to small or young suppliers, or let founders in on the strength of their business; the worst cut budgets for digital programmes, raised the cost of skilled hires from abroad or offered founders announcements. Much of the year’s policy was a bill, plan or draft at its end, and governments reported outputs rather than effects.
