Entrepreneurial Ecosystem Policy in Korea, Japan, China, the United Kingdom, the United States, France and Germany, 2023
This report reviews the entrepreneurial ecosystem policy that the governments of Korea, Japan, China, the United Kingdom, the United States, France and Germany set out from January to December 2023 in six domains — regulation and law, finance, culture, support, human capital and markets — and analyses it in its context, against theory and in practice. Finance was the centre of policy and culture the thinnest domain. The best measures let private managers choose the firms that public money followed, gave founders shares with extra votes, removed personal guarantees or opened routes for foreign founders; the weakest were statements and awards, cuts to advice, deferred tax cuts and reforms left as bills or plans. China’s premiership passed from Li Keqiang to Li Qiang, Germany’s budget for 2024 was not adopted, and the United States ran on continuing resolutions.
